Les souverains et princes ne sont pas tous venus en même temps, mais la peinture les représente tous réunis autour de Napoléon III devant les Tuileries. Le tableau présente (de gauche à droite) Léopold II de Belgique, Guillaume Ier de Prusse, François-Joseph Ier d'Autriche, Napoléon III, Alexandre II de Russie, Ismaïl Pacha, vice-roi d'Égypte, Charles XV de Suède et Norvège.
